Correct! They have always been the same so as to give everyone equal opportunity to get them! Certain other variants of the fighters are exclusive only to their respective relics as well so keep playing and you'll get there in no time!

It will always be the same and in this case, you get the weaker of the two bronzes, the stronger of the two silvers, and the most defensive/supportive of the golds (I think all three gold doubles are very good).
Nunsense's passive relies on a lot of Elemental RNG while Sundae School always will have increased buff/debuff duration.
Doublicious being able to steal buffs and transfer debuffs is amazing as well compared Temple Tyrant needing type advantage to get her healing and resistance debuff.
Immoral Fiber is a great fighter for when you are up against characters that you need someone stronger to kill. Her special ability not only gives the opponents damage, but the healing buff is great for giving your team a second wind of sorts to finish the fight.
