In PF using my Parasite Weave Filia against a Last Hope Valentine: I was hit with Forbidden Procedure, during the knock back I tapped on Blowout to que it for a wake up. On wake up it went off but was blocked by Valentine, block sound and block animation but no chip damage. Valentine was about half screen distance away when my move started, when Filia reached Valentine the mouth of the attack was already closed rather than it closing on top of the enemy.
Is it intended that Blowout can be blocked or is this a bugged interaction?
