Yeah, by the pigeons themselves.
There's a lot of them around here. They are very impudent.
Always making noises and trying to get through my windows. Frequently they just sit right outside and stare at me, waiting for food.

Yes, they are cute, when they are not extorting food from me 
I guess the whole neighborhood is feeding them. There's a lot of birds of different types. And a bunch of cats, but they are well-fed too, so they mostly ignore the birds.

Yeah, the cats mostly seem not to pay attention. But it depends on a cat in question.
Anyway, birds fly away most of the time a cat appears around.
