It seems that whenever one of these semi-permanent armor buffs comes together with a temporary armor buff they merge into a sort of actual permanent buff. The timer won't go down and the "remove on hit" doesn't work.

It says "when suffering a debuff", so yes. no cooldown. the heavy regen is there immediately after suffering a debuff when no heavy regen is present.

In the Discord many suggested to have the possibility to increase the chance of get a featured character from their relic by paying more theonite. With that you could keep the 50% ones for 150 and also have the 100% ones for 200.
