For your idea for SO I think is rather bad. Old Decrypted had something similar with her SA too with being able to do extra dmg vs enemy with debuffs and being able to turn debuffs into bleed. This created a clash between both SAs since you'll have to decide if you want extra dmg or bleed. So...
