I've experienced it but only on dailies. To be fair I haven't done many story mode fights as I 100% everything right when PWs came out.

WB BLOCKS HEALING. They could have 100x regen and it won't matter, because his SA BLOCKS HEALING.

WB throws grant heal block so he is still very viable. Just don't get hit with their 2x enrage. The 2x regen isn't an issue though.
