Bug - Normal 4.3 rift frozen and will not let me finish filling in bases

I was finally getting around to filling my bases in rift and when I was on my third node I decided to level up a catalyst. The first two level ups it was weird (kind of freezy and the screens didn’t layer properly) but they went through. On the third it froze the entire game. I restarted the game and the guy comes on saying I can’t leave my base half full and asks if I would like to fill it now. If I hit yes it freezes the game, if no it closes out Rift. I’ve tried closing the game and also rebooting my iPad and I get the same problem. How can I fix this? I thought about reinstalling, but I’m not going to go to the effort unless that’s the only solution.

Thanks, I had seen that, but I was past the tutorial and I was hoping there was another way
