Bug - Normal Biting Cold - SA doesn't activate when killing with a grab

I'm not sure if this is intentional or not, but Biting Cold's signature ability doesn't activate when killing the opponent with a grab or a hit landed after a grab

The text for the ability shows up, but the effects of the ability don't trigger
