error in blockbuster and special movements

sometimes randomly in the middle of the game, the special moves and blockbusters load at 100% but are grayed out and cannot be interacted with
I mean it's not like I can hit the exact moment that it's at 99.99% before it loads.

The special moves greying out is part of our Infinite Combo prevention system. This appears to be working as designed. If you have video example that may say otherwise feel free to provide those.

Based off your photo though, you are currently being attacked by Filia and I think Burst would be the only move you could use in this situation anyway. Once your fighter is back on the ground, I believe you can then queue into your next move.
