Does anyone know if I use gold characters to evolve a bronze character to silver, instead of bronze ones like usual, will it make a stronger than average silver character?

Nope, it will be as strong as normal; also using a gold to evolve a bronze is not a good idea, since Golds are the 2nd best tier and are stronger than Bronzes.
