Bug - Normal Locked out of specific character?

This isn't an issue I have I'm just trying to help a friend fix his game because for whatever reason he's locked out of Annie in every way. He spent 400 theonite on 2 Annie relics, it gave him an error, took his theonite and didn't give him anything. He tried to buy her in the shop for 30k coins, he tried 3 times, all gave an error, took his coins and didn't give him Annie. And in competetive she's greyed out and he can't select her. None of these issues happen with any other characters only Annie, does anyone know what is going on?
