Because it's getting stagnant as there is no such thing as meta in the game and players tend to upgrade specific fighters only. A good example would be spamming Neuromancer against Splitting Image, X Bot against ML,etc. Tweaks in SA would keep the game fresh and slightly challenging for old players as well. Once in a year or half yearly meta changes would be just fine imo.
