In my opinion, it is peacock and filia.
Depending on the order, her moves can or not get knocked down, in case they don't you will get open for a counter-attack, even the evading hole can't save you from.
After, the most hard thing to time is her basic attack, if she pops up the canon, she will shoot.
The only way to stop her from it is to use peacock's holes.

This is confusing because she should have a chance to stop her own attack when the canon pops out, i think she is the only one that can't stop her attack at the 4th hit.
If you mess up you will get a counter-attack, if you use the hole to evade you will get open again.

The thing is that she may be worth the effort.
Even with weird moves like Lenny, that kills you and her weird attacks, she is good enough.

But always risky.

As a counterpart, all moves from filia knock down her opponent, her bb and specials all does the same, so she has not much freedom I think, her dash and evade are hard to make useful.
Her dash always lets you too away from your opponent, she is still not that hard to use, but i like more fukua.

As bonus, i would call double, but i think that she is just bad, and i don't see a way to actually use her.
Change elements is random and takes to much time, it needs a rework.

I am trying to get used to play with peacock yet.

Eh, if there were characters I’d consider the hardest or most complicated in the game to use, I’d nominate either Ms. Fortune/Black Dahlia.

(Headless) Ms. Fortune quite literally plays a completely different game than everyone else. Between her frame traps, oppressive neutral, multiple infinites, she’s on a different level in terms character potential. People barely lab her bc a) Training mode is buns, b) even knowing a little bit about Ms. Fortune can produce insane results, so why explore deeper and c) she’s so broken, some people find her boring to play.

Black Dahlia’s elemental shots (and their random combinations) can take a bit to get used to, especially when considering what how shots interact with other moves in her toolkit. Speaking of her toolkit…. it’s genuinely nuts. EVERY single move she has works to continue combos in a way that arguably no other character in this game does without infinites. Even “finishers”. Also, getting used to modifying her combos based off of weight, size and situation is gonna take awhile. Her extreme combo fluidity
rewards players a) who lab and b) have good game awareness.

I would not recommend either characters for newer players.

Peacock is relatively simple (and arguably needs to be reworked a bit). Her CA/Tag-In is most likely the worst in the game. Her combo is relatively easy with the only thing that takes some time to learn is how to true combo Impending Doom Cancels on different weights.

Filia is easy combo execution but her CA is probably the 2nd/3rd hardest in the game to master as it takes a LOT of in game knowledge of hitbox timing and spacing to get right.

Miss fortune, the only character that i can play, curiously i just can play her headless.
with her head is hard for me, i don't know hot to get closer to the enemies.

But in any case, this game really needs tutorials (like 2nd core)

I think it really depends on the variant. Peacock and Fillia have some very braindead strategies that don't require much effort. I have bias for Dahlia since I played her a lot in 2E, but from the discord it appears that she's quite hard for some players. Her BnBs however aren't that long, so her hardest part is learning how to string her soft infinites, which honestly take an afternoon to learn
