When exactly monthly exclusive fighters be avaiable in fighter and premier relics?

Do we have any information about when monthly exclusive fighters show up in normal relics? The only information I got is from the update post

So how many "later updates" are we talking about, it's been 2 big updates and 3 months and we don't have any information about them yet.
