I'm guessing it'll release on a Sunday Night so it doesn't interrupt a Rift week, since it contains the rework. Probably within the next few weeks.

I would say at least two weeks. HVS will most likely make several Twitter posts about Rift rework, Deployments, Fighter changes, other new stuff, one post per day. Then there will be a full patchnote, and the actual patch will roll out in 2-3 days after that.
