Anyone else come across Freedom Fighter Beowulf yet?

Came across him twice now after the release of 3.3 along with Blue Bomber RF. Are these characters playable or just NPC?

I don't know about freedom fighter, but i found a Killjoy nurse belonging to some guy's defense team in PF so that probably means he can drop from relics, that or maybe i just met a hacker or dev.
