Bug - Normal BHD's MA triggers on blocked hit?

Is it intentional that BHD Filia's perma-bleed MA can convert a normal bleed to permanent on a blocked hit?
 
I believe it is intentional because it says "every hit" in MA's description.
 
Ok. Some of the notes specifically say "includes blocked hits", so I didn't expect this from ones that don't, but that's just me.
