On Squigly's dailies, I played silent scope (parasoul's bb with the sniper) just before the doom timer ran out. After the BB, the debuff was still there, but the timer was depleted and it showed -12 stacks. Around 10 seconds later, the doom actually took effect and killed my Parasoul.
