Evolve characters to free up space?

So... I can only free up character slots by evolving them?
I'm not a really active player so now I got 400 character slot all occupied but just several bronzes in their 20s(kept a lv.30 Cerebella for the 1 bronze vs 2 gold fight) and I got some relics stacking up but cannot open them.
So I can only level up my character, so that they can evolve and consume others, then free up the space... is this the only way that works?

Evolving is the best way to clear up space. I wouldn’t recommend sacrificing to power up because the XP gain from doing so isn’t high enough to be worth it.
