Bug - Normal Found glitches

Not sure if there's an active thread, but I found an interesting glitch. Not sure if anyone else has encountered this. I posted a video to YouTube:

Can you give some info about this?
Is this in the Accursed Experiment 'get stunned if you deal too much damage in one hit' fight?
Does this happen with any other characters you've noticed, or just Surgeon General Valentine specifically?

I have done it with peacock, and filia, if You corner them You can infinite them with silent kill and a good rng roll.
And yes is experiments
