Bug - Normal I don't know can you buy with Google play balance

I cannot buy through the balance of Google play because it marks it as insufficient balance but I do have a balance and other applications do show me the balance that I have

Stuff like this you'll need to contact customer service, though I don't know if there's much they can do if your Google Play balance is not working correctly, sounds like something you'll need to contact Google about.
