Bug - Normal Leveling UP a Blockbuster; BUG

I recently fully leveled up a blockbuster, which is omnomnom, however, the "DAMAGE" is not in full meter.


But when I'm trying to compare to my other blockbusters that is "Very High" Damages, they have Full DAMAGE meter.

Even if i restarted the game a couple of times now, the meter is still not full, which makes me deeply concerned....
