My chat is gone?

I'm a new player and just started playing in the past few days and I have never used the chat. Today I learned of the social hub and sending/receiving gifts so after learning of the feature I wanted to add some people so I made my way for the chat but I come to find out it was gone. There should be no reason for me to be banned from using chat since I've never typed in chat.
I'd like to know what's happened and if it can be fixed because I'd like to add people still.
