It would be great if there was a rift rank chart so we can know when we are going to hit the next rift tier.

Since rift ranks are based on your percentile, it's likely that there is no set threshold for Rift Rating to get into a certain rank. It could very well change from week to week, especially as time goes on and players get stronger.
