Bug - Normal Skill tree progress bar inaccuracy

I recently maxed out Harlequin, but the blue gradient bar under her skill tree button that indicates upgrade progress still isn't full like her level bar. You can see it's at like 99% or something.

Maybe it has to do with how I haven't unlocked her marquee ability?

For 80% it is about marquee ability. But since they are off it might be good to not mislead ppl.
