Bug - Normal Squiggly prestige ability bug

I was just playing squiggly love crafted and fighting against a valentine. She used forbidden procedure to revive peacock while my prestige ability was active. I thought her prestige prevented this? Is this a bug or is it only certain types of revive that are blocked?

Her PA will only prevent the revival of opponents that are currently defeated and on the ground. You can see which ones are effected because their bodies will go from greyed out to all black.

In the fight you described, was Peacock defeated after you had activated Squigly's PA?
