When you think about it, Big Band was the original combomancer before Annie rolled around, so what if we buffed the diamond Big band fighters to be more combo-oriented? These hypothetical buffs may be a little overpowered.
Heavy metal: I think Heavy metal should have a more offensive role. Therefore, I think his SA1 should be merged, and also grant him 1 stack of timeless armor for every X combo hits, removed when knocked down. Additionally, he should (Probably) also be able to gain barrier when hit with a close range attack. For his SA2, I think it should inflict a random debuff every X combo hits when his combo hitcount is above 20 (or 15).
Dream Band: Doesn't need that much buffing, just change his SA1 to additionally gain a random buff/Steal an opponent's buff, and SA2 activating when EITHER fighter is knocked down.
