Characters Trying to improve some characters

Some variants are just better than others but clearly the devs are trying to make the game as balanced as possible and with their buff not nerf mentality i've been trying to brainstorm on how to make some variants better.Here are some ideas.
Stand out:Stand out is refered to as the weakest diamond and for good reason.Her sa2 is good but her sa1 is pretty bad something her sa2 cannot save her from.I suggest:When the opponent has a buff 25% of the damage she inflicts is regained as health while keeping her sa2 the same.This way if she removes a buff she will gain meter and if the opponent has a buff she will gain health.
Weekend warrior:His sa is pretty lacklustre gaining him immunity, final stand and haste allowing him to survive for 15 seconds but after he's toast.He can keep his sa but i would also add after final stand expires he gains 25% of his max health.
Dragon brawler:His sa is mediocre as beowulf revolves on grabs when dragon brawler relies on crits.He also needs to use hyoe mode which takes too long.I would keep most of his sa the same but changing his sa2 to also add two hype stacks when killing an opponent so he can spam hype mode more often.
GI jazz:His sa is defense based but he is not really good at it.He will tag out 90% of the time he gets his sa wasting it immediately and even if he does not tag out he is easily countered by bleed and armour break.I would change his sa2 to also give him permanent immunity.It still won't save him from the tagging out problem but at least he'll be better.
I'll add more examples later but i'm too lazy now.What do you guys think?

For your idea for SO I think is rather bad. Old Decrypted had something similar with her SA too with being able to do extra dmg vs enemy with debuffs and being able to turn debuffs into bleed. This created a clash between both SAs since you'll have to decide if you want extra dmg or bleed. So what you would think is being versatile in two different scenarios actually hinders the characters performance with one SA at a given time. In my eyes the only thing she has going for her is her buff intercept but even that is on a coin flip. Heal conditions are terrible and as with most healer types they're pretty mediocre. Stats are sub-par as with the tread of Eliza's being a bit of a specialist and the meter gain isn't that useful with LoS being lengthy and tag-in/SM reset effect is forgettable, maybe a point can be made about BB2 spams but Diva already does that and a lot better. If SO was built more around her SA2 I believe she can find her spot as a very strong anti-buff fighter, along the same road as SK and DoubleGum. Maybe if she replaces the buffs with debuffs instead of meter gain along with a higher chance,and reworking SA1 to restore a bit of health whenever this happens so shes got something to stay in the action.

I guess it is kind of counteractive but i really wanted her vampirism to stay because vamparisim is cool.I don't really want to call her another buff/debuff remover but if that's the route we're going for another sa could be:When inflicted with a debuff 75% chance to instantly remove it and gain 15% health while keeping her sa2 the same increasing it from 50% to 75%
