Bug - Normal Wave warrior [PERMANENT DAMAGE INCREASE] Bug

Hi so i was testing wave warriors damage increase on djinn frizz fillia and there seem to be a bug where wave warriors PERMANENT damage increase doesn't seem to be working the damage increase only works when you have a buff but when the buff expires so does the damage increase is this normal? Also i've tested this on wave warrior herself with the help of reigning champ and same thing happens
