All BUBBLE attacks have a 35% chance on HIT to inflict POWER SURGE for 10/12/15 seconds (also applies on blocked hits).All BUBBLE and PUDDLE attacks have a 35% chance on HIT to inflict POWER SURGE for 10/12/15 seconds (also applies on blocked hits).

Even with a full accuracy bubbly oriented build, getting consistent Power Surge with Umbrella's own kit is rather slow. Your best bet being her Under the Weather BB. So, instead of increasing the proc chance, having the effect also trigger off of Puddles will make her more consistent in her game plan. This also helps with maintaining a better down time so she can trigger the effect again (this is in comparison to just increasing the proc chance)
 
Why is simply increasing the chance not an idea? I personally think it would be better to just set it to 50% (like Wolfsbane)
I’m using her with 4 Bobblin and 1 Weather but still unstable. The best thing is that it can be applied on blocked hits, so in this way, strategy of hitting bubble bullet above the guard will also become even stronger.

It helps keep the application spread out. You don't necessarily want the effect to always trigger, since SA2 will only trigger when you go from 2 stacks of Power Surge to 3
 
I would've like her ability if the SA1 condition is on "BLOCKBUSTER or SPECIAL MOVE HITS" instead to make it even more consistent, than just relying on Bubble/Puddle based moves.

This change sounds like a minor QoL, we take those.

I honestly would have preffered a POWER SURGE consumption effect for continuous application of SA2. But if we are just talking about minor stuff, I have something for SA2.

ATK-based extra damage stuff is really niche when you think about it. They don't really work against high multiplier enemies.

Therefore I would rework her SA2 like this:

When reaching 3 stacks of POWER SURGE, the opponent loses 50% BLOCKBUSTER METER and suffers damage equal to 50/75/100% of Umbrella's ATTACK or 15% of their MAX HEALTH, whichever is higher.

This way she can at least do what is expected from her more globally.

Sounds reasonable, considering she's also used on def with Robo
