I love the mega Man series, so blue Bomber, while not very good, holds a special place in my heart. Sadly, her second signature ability, which is supposed to give her 3/4/5 stacks of barrier upon using a level 3 Blockbuster, does nothing at all. I've tested this numerous times in prize fights, training mode even rift battles, but still no luck. Please, fix her signature ability

Were you interpreting "level 3" correctly?
I haven't seen Blue Bomber's SA description in a while but I believe what it really meant was 'tier 3' blockbusters, i.e. unblockable, unavoidable blockbusters that take the most damage to charge and cost the most move points to equip. So for Robo-Fortune this would be Catastrophe Cannon Omega. Is this what you have been using?
I don't think it was referring to any ol' blockbuster being upgraded twice, I'm afraid, though that's still a useful thing to do with gear you use in any case!
