Characters Reworking suggestion of Blood Oath and some Eliza’s move

Eliza's first marquee, Blood Oath, tends to be used much less than the second one, Ritual Sacrifice.
The BB meter tends to be more important than HP, and it is said that simply increasing endurance, not quick recover effect like Sacrifice is almost meaningless in the situation when teammate has defeated. Also, unlike Sacrifice, it has no effect unless you have been in the front at least once.

I think it would be a good idea to change the effect so that it can be used more frequently. Here’s my suggestion!

Blood Oath
Old: Whenever a teammate has defeated, heal 30/50% health.

New: When defeating an Opponent, heal 20/30% health.

- By changing the previous healing effect to “after defeating an opponent”, you can increase your continued fighting power really easily. This will be helpful for valiant who does not have a healing effect like Velvet or Mogul. Also, since Eliza is a vampire, this effect fits her character image perfectly (In the original story mode, she killed Cerebella and sucked her blood).

- Also, even for variants that already have healing effect, you can choose whether to further increase the endurance or make her to do a quick recover when you are in a pinch, which will further expand the range of strategies! However, since Eliza is already a powerful character, the amount of healing has nerfed.

Eliza has to be the last character that needs a buff, no matter how small considering how rarely we get balance changes. I would even argue that she needs nerfs providing that underperforming characters are buffed.
 
I see, that's right. Maybe Chaos Vanish, Upper Khat, Anubis and Sekhmet are what bring her a bit OP, so I also made suggestions to nerf that. If that's the case, there shouldn't be any problem with buff Blood Oath imo. I'm looking forward to the comments from you guys on this too!

Chaos Vanish
Old: Remove buff and inflict HEAL BLOCK for 4/8/12 seconds (effective against blocking)

New: Remove buff and inflict HEAL BLOCK for 5/7/10 seconds (not effective against blocking)

Upper Khat
Old: 25/25/50% to inflict STUN for 4/6/6 seconds on hit

New
: 25/30/35% to inflict STUN for 4 seconds on hit

Weight of Anubis
Increase basic CT to 30 seconds (Like Big Band’s Noice Canceling)

Sekhmet’s Fury
Old: On hit, 25/35/50% chance to gain ENRAGE and HASTE for 10 seconds.

New: On hit, 25/30/35% chance to gain ENRAGE and HASTE for 8 seconds.


Sekhmet attacks
Reduce Sekhmet charge attack and down swipe attack’s damage

Chaos Banish is the main culprit here. Other moves are fine, maybe only exception is Anubis Weight like you suggested, making the CD longer so you can’t spam it with just one copy in your move set.

Chaos Banish can be something like:

Option 1 - remove 1 buff instead of all buffs
Option 2 - remove buff only on hit like you suggested
Option 3 - 50% to remove buff (forces you to invest in Accuracy)
Option 4 - increase CD so you can’t spam it with just one equipped

Then there’s the question of whether HQ should be nerfed or there’s a hard cap to CD for special moves. It’s just not healthy that you can spam special moves with HQ in reserve, especially they stack if you have two of them on your team.

I'm neutral against Upper Khat, Sekhmet's Fury and Sekhmet attacks. Not exactly sure if they should be nerfed at all. But Weight of Anubis cooldown increase seems to be the correct choice. As for Chaos Banish, your iteration is acceptable. I was thinking of making it have chance at dispelling a buff, but looking at Big Band's rework, they weren't so timid as I thought and they pretty much gave him a Chaos Banish as well. But his buff dispel isn't applied on block so this change would be a good call.

I was also thinking of nerfing Sekhmet's Bite. Curse is a bit overkill as she already excels at buff control. I think changing Curse to Slime would be a decent downgrade for it.

There are some units that only work thanks to Harlequin, nerfing her would indirectly nerf those units (X-Bot, Inkling, Wildcard comes to mind). While it is true that Harle is a really strong support, I don't think she deserves a nerf, as she is the only Cerebella that is worth using. Also in rifts you can realistically use Harle once anyways.

- Upper Khat should be nerfed imo. I personally think that the fact that it can easily produce the same 6-second stun as Dream Catcher is a bit too strong. Agree that Sekmet attacks and Sekmet’s Fury are fine.
