Disclaimer: This tier list is likely no longer going to be worked on. It was originally made as a quick reference guide, but we now have an official tier list, so I have little to no incentive to keep this one updated. Check that one out instead.

Note: this tier list will be updated to include +- tiers, overall list (show them all by tier rather than fighter and clarify what the implication of that tier is), and Fortune when we've had time to play with her varients.

Also, fighters are listed in Alphabetical order for your convenience.


Offense Tier List

This tier list goes off of consistency when played well and up to 250% in stat bonuses (more than you'll need to get to for top 10%)

While this list considers effectiveness against top tier defensive threats, overall performance is considered just as highly (so a fighter that counters a top tier threat but is less consistent against most fighters compared to other options will be rated lower)

Support status is taken into consideration but evaluated lower than carry ability. A fighter that can support in any capacity will have a * next to them

Defense Tier List
This tier list considers how strong a character does under the AI control, usually meaning as your PF defense team but applies to fighters in story and dailies as well to an extent. It is not recommended to invest in a fighter purely for defense until your offense is satisfactory

Pretty simple yet complete list, which is highly appreciated. Every form of Tier List is welcome nowadays. Also good job making both an Attack and Defense list, since I think that should've been a must since a while ago.
 
This tier list was desperately needed (since the last complete tier list of any sort was an old Moisterrific list from version 2.0 that did not have Squigly on it). The defensive tiers were a neat addition that no over tier list on these forums provided. The only thing I would think could be improved about this list is adding detailed explanations that demonstrate why each variant is placed where it is.

I'm curious as to why Windswept is rated so high. She feels largely underwhelming to me?

And I'm glad Xenomorph is gettibg the love it deserves. Giving 3 bleeds after death makes her a deceptively hard character to fight in my opinion.

I think that Windswept is rated highly mainly because of the recent Parasite Weave nerf. While pre-patch Parasite Weave left every other Filia variant in the dust in high PF streak usage, post-patch Parasite Weave is simply not even close to being as effective (or cheesy, thanks to absurd stunlocking) as she used to be. Windswept had always been a decent offensive Filia(since any evade gives her haste and enrage), but until now she had been completely outclassed by Parasite Weave. However, when Parasite Weave was nerfed, Windswept became a more appealing option because her damage potential was greater than Parasite Weave's, especially after an enrage boost.
 
Wait, Rusty is good? When did this happen? I guess I should take mine out of bronze.

I guess I'm just sad Raw Nerv has the best colors but is not the best Painwheel.

Windswept has 5600Atk and rage, Parasite Weave has "Slow(the most important thing)" and Stun. These two character can use after 30+ PF cuz weave can beat down opp with 3sec of stun and interrupt with slow before they use BB3. Aslo, windswept can do with high Atk(but has risk of BB3). but, bad hair day's default stats is terrible. Even if consider 5stacks of permanent bleed, she would die because of her combo hits. So, unplayable in 30+

This list is awesome and I like that there's a defensive aspect to it. One thing bothers me though

S - Resonant Evil
A - G.I. Jazz
A - Private Dick
B - Megasonic

Why is G.I Jazz so far above Epic Sax? Epic Sax has almost the same hp, substantially more attack, and G.I Jazz very rarely, if ever, stays in longer than 2 or 3 seconds after his SA activates, which is basically a waste.

On rare occasions when he does stay, he has the ability to regen most of his hp if you don't have a counter. Also G.I has like 7k more hp than sax lol
 
Thank you everybody for the feedback! I have some time right now, so I'll respond to some of the things that have been asked. I'm gonna try to respond in bulk when possible so I don't take most of the thread lol

The only thing I would think could be improved about this list is adding detailed explanations that demonstrate why each variant is placed where it is.

I agree, it's just a lot of work. I'll probably what gets a character in each individual rank when I add sorting by ranking rather than character (ex. S tier fighters often have the damage and/or meter control to fight much higher than their own FS in perfect play). As much as the game changes it's slightly difficult to do and keep updated.

Wait, Rusty is good? When did this happen? I guess I should take mine out of bronze.

She's always been okay, but more and more modifiers and abilities are relying on buffs, which make her very strong. Her ability to convert buffs to bleed basically allows her to tear through most fighters. You wanna raise her defense to avoid her from getting killed though.

I'll go into a little more detail for this one to try and be clear.

The combination of Haste and Blowout BB3 actually gives Windswept similar meter control to Parasite. Parasite's slow helps a little, but usually BB3s still fill by the second or third combo anyways, not much slower than normal. The 50% less meter gain isn't as large as it seems (feels like 20% to me, could just be my imagination though). Meanwhile with Haste you'll have your BB3 ready before theirs is, so you can drain their meter when needed, giving Windswept reasonable meter control with Blowout. As for Bad Hair Day, with French Twist now cancelling to Blockbusters she can easily stack 3-5 permableed in one combo and just block/evade until they have a pixel left. Her low attack doesn't matter since her damage comes from bleed, and it's actually recommended to invest in defensive stats and meter gain instead to help her take chip damage and bet blockbusters. I'm not sure why you say she's unplayable at 30+ streak, in my opinion that's where she shines.

There's a lot of people claiming she can get back into S tier with enough First Cut upgrades, but I'm not certain yet. I'll be coming back to that.

Pretty much as Nefarious said, we're still learning a lot about her potential. It shouldn't be too much longer now that we know most (I think all) of her maxed MAs. Maybe next week, maybe sooner, doubt it'll be much later than that.

Epic Sax has way lower HP actually, 26k vs 21k at max gold. In all honesty, I get excited when I see Sax on defense cause he's free EXP imo. But I'm starting to find Jazz is easier to play around than Private Dick. 3k less HP, but can't be debuffed as easily (in particular, he has two chances to resist Filia's Permableed) and if you make a mistake, RNG might let him stun you to death. I'm going to raise him over Jazz for now.

I'm a little tired as I write this so if anything is confusing just ask lol

I guess that's true. When he does stay in, he's such a pain.
Also last time I checked, G.I Jazz had around 35k hp. I was probably thinking of PD's stats when I wrote that

I was thinking of PD's stats when I read this, so I ended up getting all mixed up. Plus I thought more about it and remembered how much of a pain G.I Jazz is when he stays in. I see why he's above ES

And Mentions about slow, PW and Windswept can actually cut opponent with 1~2 combos and never had been taken BB3 first untill i reached 50+ streaks

Parasite Weave can’t have same or better options for bleeding when Bad Hair Day’s SA allows her a chance to cause bleed on hit and PW’s does not.

This tier list takes into consideration consistency as well, PW needing SA1 to activate just to apply bleed in a 3 second window for SA2 is in no way more consistent than BHD's bleed on 10% chance to proc with no gimmicks. Also, once stun wears off PW can not apply stun again along with bleed until Slow wears off after 10 seconds which is a considerable amount of time. If PW can apply bleed with BB so can BHD so that is a null point. BHD just gets permableed easier/faster and that is why she is higher than PW.
