With the Big Band buff in 6.3, Painwheel is now arguably the worst character in the game on offense. She doesn't have a clear game plan or role since many characters far surpass her in damage output and versatility. If Painwheel was more themed around brute force and "fatalities" she'd have a more distinct identity in the game.
Here's a list of changes I would make if there were to be a Painwheel buff in order to achieve this new identity:
-Pinion Dash having 220% damage scaling at level 6 and knocking the opponent higher into the air like Giant Step (this should allow Painwheel to compete with Filia's DPS from Ringlet Spike)
-Hatred Install having ~341% scaling at level 6 and 3/5 stacks of Precision ON USE at level 9/15 (Painwheel needs a blockbuster with high damage and a strong effect in order to compete with Ms. Fortune's and Fukua's blockbusters. Precision on a blockbuster is unique and adds to Painwheel's "fatality" theme)
-Flight Risk having a faster activation animation and more continuation as to be a good combo tool for Painwheel. If Flight Risk hits also inflicted Blockbuster Lock and Tag-In lock, this would give Painwheel a more cohesive game plan by enabling her to use charged attacks
-Death Crawl inflicting Quietus for 15 seconds at max level instead of her current Bleed (Painwheel should be dealing raw damage not damage through drain effects, and quietus would support Painwheel's themes of being a "fatality" character as well as support her new debuff heavy playstyle as to not require the building of accuracy)
-Deadeye and Death Mark for 10s when using Burst (would fit the themes of brute force and would be a unique effect that inspires creative use of a burst move on offence)
With these changes, Painwheel would have a more unique identity as the "glass cannon" powerhouse that would allow her fo fulfill a role in the meta and compete with characters like Dahlia, Parasoul, Filia, Fukua, and Ms. Fortune.
