The answer can be really difficult. Overall, they are all the best Silver fighters around and you should invest in both of them.
Invest in Toad Warrior is a good option overall since she has everything you need such as dmg, HP and BB control
Invest in Purrfect Dark if you are struggling dealing with annoying fighters relying on buff such as Resonant Evil or Arm Force.
